I'd like to claim trash island as my own. I'd declare myself king, and rule with an iron fist. Unfortunantly those namby pamby's over at the UN have already addressed this issue, and according to the 1982 United Nations Convention on the Law of the Sea, a sovereign state cannot be created by man in international waters. I won't let that stop me though, I'll just do what they did over at the Principality of Sealand.
